Strengthening Vietnam Women's Union’s capacity for sustainable reintegration of returnee women migrants

On August 23, 2019, in Hanoi, the Vietnam Women's Union (VWU), the Korea International Cooperation Agency (KOICA), and the International Organization for Migration (IOM) signed the Record of Discussions (ROD) of the project “Strengthening Vietnamese Capacity for Sustainable Reintegration of Returning Women Migrants and Their Households in Vulnerable Conditions in Vietnam” (hereinafter referred to as “the Project”).

Madam Nguyen Thi Thu Ha – member of Vietnam Communist Party Central Committee, President of the VWU; Country Director of KOICA Vietnam Office Kim Jinoh; IOM Chief of Mission in Vietnam David Knight attended the ceremony.

The Project is implemented in 30 months (2019-2021) in 5 cities, provinces namely Hanoi, Hai Phong, Hai Duong, Can Tho, and Hau Giang. The Project’s objective is to enhance the VWU’s capacity to support Vietnamese returnee women migrants to reintegrate and stabilize their lives. The Project includes the following components: Improvement of the policy support environment including policy consultation and awareness raising workshops for stakeholders to facilitate reintegration of returnee female migrants through promoting local ownership, partnership, and alignment to development planning; Roadmap recommendations for future policy and program development, including baseline study and building roadmap for future policy development; Capacity empowerment of VWU staff, including training at policy level, training of trainers and roll out training for One Stop Service Office (OSSO), and development of guideline for OSSO management; Establishment and operation of OSSO to support women returnees and their families in the 5 project sites.

At the ceremony, Madam Nguyen Thi Thu Ha highly appreciated the profound humanity of the Project in the context of increasing number of Vietnamese women marrying Koreans, and many among them and their children returned to their home country. The Project contributes to addressing urgent and important issues of women and the society through supporting sustainable reintegration of returnee women migrants and their families.

According to Madam Nguyen Thi Thu Ha, by implementing the Project, the VWU, on the one hand can fulfil its responsibilities towards women and the society, on the other hand can contribute to realizing the commitment by leaders of the two governments of Vietnam and Korea in supporting Vietnamese brides.

Country Director of KOICA Vietnam Office Kim Jinoh; IOM Chief of Mission in Vietnam David Knight also expressed their commitment to collaborating with the VWU in the project implementation, thereby contributing to achieving the people-centered goal set by KOICA as well as to making Vietnam a pioneer country to realize one out of 23 objectives of the International Migration Package of support for migrants to reintegrate into the community in Vietnam.
