The 'Digital Literacy for All' Movement: Igniting the Intelligence, Resilience, and Development Aspirations of Vietnamese Women in the Digital Era

VWU First Vice President Đỗ Thị Thu Thảo presented the Draft Plan for implementing the “Digital Literacy for All” movement. She emphasized that the plan aims to concretize directives outlined in Resolution No. 57-NQ/TW, further the goals of the emulation movement "Building the Vietnamese women of the new era and raise awareness among officials and members about the importance of digital transformation. The movement also seeks to ensure women across the country gain basic digital knowledge and skills, use digital tools safely and effectively, and narrow the digital gap across age, education, and region.

She affirmed the movement must be implemented comprehensively from the central to local levels while integrating the content and criteria of the “Digital Literacy for All” campaign with those of “Building the Vietnamese Women in the New Era” to make it a regular, continuous, and widespread movement. The movement should be carried out substantively and effectively in fulfilling the tasks of the Women’s Union and local political missions. Implementation must align with the guidance of Party committees, in coordination with local authorities, relevant units, and higher-level Women’s Unions, while mobilizing resources to suit local conditions. At the opening session of the 13th Conference of the XIII tenure VWU Central Executive Committee on June 3, VWU First Vice President Đỗ Thị Thu Thảo presented the draft implementation plan for the “Digital Literacy for All” movement.

The implementation plan for the “Digital Literacy for All” movement outlines several annual targets, including monthly awareness campaigns integrated into grassroots WU’s activities; regular training for women on digital society, economy, and governance; the establishment of at least one “digital family” model per local chapter; and ensuring all eligible women aged 18 and above have access to digital capacity-building activities.

The plan also aims to have all WU officials attend at least one digital skills course; provide 100% of women business leaders with access to tech training; and support all members and 80% of women in using online public services and digital payments.

By 2030, the plan sets ambitious goals: 100% of eligible women will be equipped with basic digital skills and safe digital practices; all full-time union staff will proficiently use digital platforms and AI tools in their work; and every province or city will establish at least one “digital chapter.”

Four key strategies include: strengthening communication about the movement; applying science and technology in Union activities; training and providing information to boost digital awareness and skills; and diversifying implementation models with replicable pilot initiatives.

In response to the launch, Ms. Phạm Thị Thu Thủy, President of the Thai Nguyen Women’s Union, stated the 'Digital Mass Literacy' movement is an opportunity to awaken the intelligence, resilience, and aspiration for development among Vietnamese women in the digital era. It serves as a solid foundation to help every woman know, understand, and master technology; protect themselves and their families in cyberspace; and improve their quality of life, and more importantly, to become digital citizens in the new era, ensuring that no one is left behind.
